Two pricing pages side by side: one sells 5,000 emails for $47 a month, the other sells 2,500 credits for $49. The headline prices are almost identical and the products are not remotely comparable, because one unit is an email leaving a mailbox and the other is a record coming out of a database. The only way to compare plans across vendors, or even across tiers of the same vendor, is to reduce them to a price per unit.
This study does that for every plan in RevenueFlow's verified vendor dataset where both a price and a monthly allowance are on the record. The dataset holds 386 sales tools, each read from the vendor's own pricing page between 2026-08-28 and 2026-09-05. Three unit prices come out of it: the cost of sending 1,000 emails, the cost of verifying 1,000 email addresses, and the cost of 1,000 data enrichment credits.
The short version is that these three numbers sit an order of magnitude apart. Sending 1,000 emails costs a median of $1.00. Verifying 1,000 addresses on a monthly plan costs a median of $2.00. A thousand enrichment credits cost a median of $19.60.
Enrichment credits cost about 19.6 times what sent emails cost per thousand, and about 9.8 times what verifications cost. That ordering is the first practical finding: in an outbound budget the list is the expensive part, and the sending software is close to a rounding error.
What was measured, and what was left out
A plan enters the study when its record holds a dollar price and an allowance that can be read as a single number per month: "125,000 emails/month" or "10,000 credits per month". The price is the plan's monthly-equivalent figure, so a rate quoted for an annual plan counts at its per-month value and a yearly total is divided by twelve. The unit price is that figure divided by the allowance, times 1,000.
The reading rules were deliberately strict. A daily cap such as "200 emails a day" is not converted into a monthly figure, because a cap is not an allowance. A plan with two credit pools, such as separate email and phone credits, has no single unit price and is dropped. A plan that says "unlimited" has no unit price either. An annual plan whose allowance states no period is dropped, since it may be a yearly grant.
Those rules remove a lot. Of 85 email sending tools, 32 have at least one plan with a readable monthly email allowance, contributing 63 plans. 28 sending tools (32.9% of the category) have at least one paid plan with unlimited emails, where the real constraint is mailbox count or contacts. Among 115 enrichment tools, 51 contribute 133 plans, and among 36 email verification tools, 13 contribute 23 subscription plans and 17 contribute 19 pay-as-you-go packs.
The cost of sending 1,000 emails
Across 63 plans, 1,000 emails cost a median of $1.00, with the middle half of plans between $0.73 and $2.27. Volume is what moves the figure.

Small plans are expensive per email and large plans are cheap. Under 10,000 emails a month the median is $6.50 per 1,000. Between 10,000 and 49,999 it is $1.49, between 50,000 and 149,999 it is $0.80, and at 150,000 and above it is $0.63. The unit price falls by roughly ten times across that range.
The same pattern shows inside a single vendor. 18 sending tools have two or more plans with readable allowances, and in 14 of them the largest plan is cheaper per email than the smallest, by a median of 46.6%. Instantly's pricing page is a clean example: the Growth plan lists 5,000 emails for $47 a month, which is $9.40 per 1,000, and the Light Speed plan lists 500,000 emails for $358, which is $0.72 per 1,000 (source, verified 2026-08-28).

Across those 18 tools the smallest plan costs a median of $2.00 per 1,000 emails and the largest $0.75.
The extremes are instructive. At the expensive end, Mailshake's pricing page listed a Starter plan with 1,500 email sends for $29 a month when verified on 2026-08-28, or $19.33 per 1,000. At the cheap end, Customer.io's pricing page listed one million emails a month on a $100 plan on 2026-09-04, or $0.10 per 1,000. These are different products for different jobs. A cold email sequencer bundles mailbox rotation, warmup and reply handling into its price. A bulk sender prices the pipe. The per-email figure says what the pipe costs and nothing about what is attached to it.
For cold email specifically, the per-email price is rarely the binding cost. Sending limits are set per mailbox by deliverability practice, so volume is bought by adding mailboxes and domains. The plan-level breakdowns for Instantly and Smartlead show where those limits sit.
The cost of 1,000 enrichment credits
Across 133 plans from 51 tools, 1,000 credits cost a median of $19.60, with the middle half between $8.99 and $49.00.
A warning belongs next to that number. A credit is whatever the vendor says it is. At one tool a credit is one verified email, at another a mobile number costs ten credits, and at an API vendor a credit may be a single field returned. The unit price of a credit is therefore a fair way to compare tiers inside one vendor and a rough way to compare vendors. It is the price of the thing sold, and the exchange rate into usable contacts is on each vendor's credit table.

The volume curve is steeper here than in sending. Plans under 1,000 credits a month cost a median of $229.67 per 1,000 credits, which is about 23 cents a credit. Plans between 1,000 and 4,999 credits cost $29.00, plans between 5,000 and 24,999 cost $16.58, and plans of 25,000 credits or more cost $5.96.
Inside a single vendor the drop is just as large. 37 enrichment tools have two or more readable plans, the largest is cheaper per credit in 34 of them, and the median saving is 53.2%: a median of $28.33 per 1,000 credits on the smallest plan against $12.90 on the largest. Coresignal's pricing page (verified 2026-09-01) runs the whole range on one screen: 2,500 credits for $49 a month is $19.60 per 1,000, and 10,000,000 credits for $5,000 a month is $0.50 per 1,000.
The highest unit prices in the dataset belong to human-verified data. Cloudlead's pricing page (verified 2026-09-04) prices plans where one credit is one researched contact, which works out to $1,200.00 per 1,000 credits on the cheaper of its two priced plans. That is a different product from a database lookup, and the unit price shows it.

The cost of verifying 1,000 email addresses
Email verification is the one corner of the data market where the unit is nearly uniform: one credit checks one address. That makes it the cleanest comparison in the study.
On a monthly plan, 1,000 verifications cost a median of $2.00 across 23 plans. Plans of 5,000 to 24,999 verifications a month cost a median of $2.92 per 1,000 (11 plans), and plans of 25,000 or more cost $0.97 (10 plans).
Pay-as-you-go packs, which most verifiers sell alongside or instead of plans, cost a median of $5.00 per 1,000 across 19 packs. Small packs under 5,000 credits cost $6.45 per 1,000 (10 packs). Packs of 5,000 to 49,999 cost $1.50 (7 packs), which is cheaper than a mid-sized monthly plan. Only the entry pack of each vendor is on the record, so larger packs are under-represented here.
The reading for a buyer is simple. A team that cleans one list a quarter should buy a pack, because a mid-sized pack beats a mid-sized plan on unit price and the credits at most of these vendors do not expire. A team that verifies continuously, at 25,000 addresses a month or more, gets the lowest unit price from a plan. The range runs from $6.80 per 1,000 on SafetyMails' 1,000-credit plan (verified 2026-09-04) to $0.30 per 1,000 on Verimail's one-million plan (verified 2026-09-04).

What the three numbers mean for a budget
Put the medians into one campaign. Sourcing 1,000 contacts through a mid-sized enrichment plan costs about $29.00 in credits if one credit buys one contact, and more where phone numbers or multi-credit fields are involved. Verifying those 1,000 addresses costs about $2.00. Sending each of them one email costs about $1.00. Data is roughly nine tenths of the unit cost of reaching a prospect, and sending is a few percent.
That ratio should shape where a team spends its attention. Shaving the sending bill from $97 to $47 a month saves less than tightening list criteria so that fewer credits are spent on contacts who should never have been pulled. Methodology
Population. The 386 tools in RevenueFlow's verified vendor dataset as of September 2026, each record read from the vendor's own page and dated between 2026-08-28 and 2026-09-05. Email verification tools were separated from other data tools by their record descriptions: a tool is a verifier when the description names email verification or validation as the core product, a rule checked against a hand-read list of 36 tools.
Unit price. Monthly-equivalent plan price divided by the plan's monthly allowance, times 1,000. Pay-as-you-go packs use the pack price and pack size. Every parsed plan is kept in the study's output file with its source URL so each unit price can be traced to a record.
Exclusions. Plans with unlimited allowances, daily or hourly caps, per-subscriber allowances, two or more credit pools (3 enrichment plans), an allowance with no stated period on an annual plan, or no allowance on the record (75 enrichment plans) have no unit price and were not used. Volume bands with fewer than five plans report no quartiles.
Limits. Credits are not a standard unit outside verification. List prices only. A plan's allowance is what the pricing page states, which is not always what a user can consume in practice: sending plans are further limited by mailbox count, and credit plans by rollover rules.
